Welcome to the Qualifications and Credit Framework (QCF) update. This e-Newsletter is sent out on the first Friday of each month.

This edition includes information on key developments of the QCF, preparing for QCF implementation, country-specific developments and information on events.

Key developments

Ministers in England, Wales and Northern Ireland approve implementation of the QCF

DIUS response
New flexible qualifications and credit framework will widen access to learning

Learners will be more able to study in 'bite-sized chunks', building up a portfolio of accredited training which suits their individual needs under a new system approved by Further Education Minister Sion Simon. He said:

"The Qualifications and Credit Framework means that, for the first time, all learning counts. The new system will ensure that no learning is ever lost, as qualifications will be flexible enough to incorporate relevant modules of training gained at a pace that suits the learner. In this way, we'll enable people with family, work and other responsibilities to gain the qualifications they need to get on life and develop their careers in a way that makes maximum use of their talents."

QCA will be responsible for capacity building, business change and communications - to the sector including practitioners, Sector Skills Councils, awarding organisations and employers and learners.

DCELLS response
Jane Hutt, the Minister for Children, Education Lifelong Learning and Skills, and John Griffiths, the Deputy Minister for Skills have approved the implementation of the QCF in Wales. In welcoming the new framework, Jane Hutt said: "The three country Qualifications and Credit Framework will give learners greater choice in the units of study they can take and greater flexibility on how they study and when they complete each unit. It will mean that if a learner has to take an unplanned break from learning, previous learning achievement is not lost."

Officials in DCELLS are working with internal and external stakeholders to ensure that the new framework is implemented across Wales.

CCEA response
Sir Reg Empey, Minister for Employment and Learning, announced that the new Qualifications and Credit Framework (QCF) will be implemented in Northern Ireland.

Sir Reg said:

"The QCF heralds an important shift in the landscape for vocational qualifications across Northern Ireland, England and Wales. It will benefit learners, employers and providers of education and training by allowing more learning to be recognised and for these qualifications to meet the needs of employers in Northern Ireland more effectively.

"The key advantages of the new framework are its flexibility and inclusiveness. Learners will be able to tailor their learning programmes to suit their needs, whether they want to change jobs or take time out for some other reason - in both cases the credit they have accrued will be recognised permanently. Employers will benefit by being able to ensure that their employees' learning programmes are relevant and in line with their business needs."

In the transitional period between now and then, government and the regulators will be working with bodies that award qualifications, employers, learning providers and sector skills councils to ensure that the framework is suitable for all stakeholders needs.

Updated documents from version 3 of the QCF support pack
Some of the documents from version 3 of the QCF support pack are now available online to download at the QCA, CCEA and DCELLS websites. Hard copies will be available from the QCA orderline in early January.

Updated versions are indicated below:

Welsh language versions of the guidance marked with an asterisk will be available on the DCELLS website in the New Year.

The version 3 documents have been updated to include references, where appropriate, to:

  • the recommendations from the PWC evaluation (gathered from triallists evaluations)
  • the regulatory arrangements for the QCF
  • changes to the web-based accreditation system
  • changes in the language used
  • changes in policy
  • recommendations made by the unit sampling panel gathered via the unit sampling project.

Implementing the QCF

QCF general awareness events
The QCF general awareness raising events held over October and November were well received with the two remaining dates in December 2008 fully booked. Participants from a wide range of awarding organisations, sector skills councils (SSCs), standards setting bodies and other external organisations have attended.

Events on unit-writing and rules of combination are planned for January. To register for these events please visit the on-line registration.

European Qualifications Framework
The European Qualifications Framework (EQF) for lifelong learning is a common European reference framework which enables European countries to link their qualifications systems to one another. It is a translation device making qualifications more readable and understandable across different countries and systems in Europe. UK ministers signed up to European Parliament recommendations in November 2007 to implement the EQF.

The national coordination point for implementation of the EQF in England and Northern Ireland is now consulting with stakeholders on a proposal for cross-referencing the levels of the QCF to the levels of the EQF.

If you would like to offer feedback or submit comments on the proposed cross-referencing you can do so between now and Monday 3 February 2009. Further information about the proposal and how to take part in the consultation can be accessed via the QCA, and CCEA's websites.

Your responses will be used to inform the final, agreed cross-referencing between the QCF and the EQF. The final decision on cross-referencing lies with the steering group who are overseeing this work.

A core EQF presentation has been prepared in order for stakeholders to use when communicating about the EQF to others.

Credit Success Rate
Please note that the text included in the last newsletter was incorrect, we apologise for any misunderstanding caused as a result.

Work will begin in 2008/09 to define and trial a new Credit Success Rate (CSR) measure in England. The new CSR will sit alongside the existing Qualification Success Rate measure, which will continue to be used by the LSC and Ofsted.  As qualifications move from the existing NQF to the QCF, or are developed as new qualifications in the QCF, learner achievements will continue to be captured through the QSR.  The introduction of a new CSR will provide an additional success measure which can potentially capture information not currently available, for example progression towards a qualification.  The purpose of the trial will therefore be twofold, firstly to understand and evaluate the practical issues for providers in entering and collating CSR data and secondly to understand the potential future uses of the CSR.

The trial will be closely aligned with the unit funding trials to be announced shortly by the LSC.  The unit funding trials will be restricted to an agreed set of eligible QCF units by the LSC and will also support the recent announcement from the Secretary of State by providing additional flexibilities announced as a package of support for small businesses over the next two years.

All LSC funded providers who will be involved in the unit funding trials from January 2009 and in receipt of LSC funds will be required to use two new fields in the Individualised Learner Record (ILR) that record the credits that a learner plans to achieve and the credits they actually achieve during 2008/2009.  NIACE will undertake work to monitor and evaluate the use of the CSR so it can be updated and improved for future years.

Employer Recognition Programme
We are continuing to work with a variety of organisations to get employers' in-house training nationally recognised on the QCF. There are three main approaches that an employer may take to achieve this and more information can be found on our website.

Foundation Learning Tier National Conference
The QCA and the Learning and Skills Council successfully hosted the second Foundation Learning Tier National Conference on Tuesday 11 November 2008. The conference explored how the FLT will lead to greater levels of participation, attainment and progression at Entry and level 1, and how the FLT linked to other key areas of reform.

Sion Simon, Parliamentary Under Secretary of State for Further Education, opened the conference, reinforcing the importance of FLT to key government priorities including widening participation, reducing NEET numbers, raising the participation age and supporting social inclusion.

Regional FLT events planned for February - March 2009
The conference was oversubscribed. To cater for the huge demand for places QCA and partners will be running further regional events in February and March 2009. These events are designed to inform practitioners and interested colleagues on the developments of the FLT programme of work as it moves towards implementation by 2010. Functional skills evaluation consultation events planned for 2009
The functional skills team would like to invite a representative from each of the functional skills pilot centres to attend an evaluation event.

The sessions will give delegates an opportunity to:

  • compare and contrast their own experiences of the pilot, with that of other pilot centres
  • consider lessons learnt from the first year of the pilot, from supplied case study material 
  • feedback  concerns and issues 
  • consolidate knowledge and understanding of functional skills qualifications 
  • meet representatives from the QCA, awarding bodies, relevant government departments, functional skills regional co-coordinators and advisors.

The whole day events will all take place in March 09, as follows:

Qualification Reform Support Programme (QRSP)
In light of the announcement confirming the introduction of the QCF, the Qualification Reform Support Programme (QRSP) is stepping up its efforts to provide the essential support necessary in helping providers adapt to these changes through:

  • its newly launched online discussion forums for providers to exchange ideas, post questions and offer solutions to issues arising from the introduction of the QCF
  • tailored support through customized in-house events for provider networks or groups of providers, exploring the impact of the QCF and reforms to vocational qualifications on organisations
  • working with other providers in collaborative development projects to explore issues in depth and share emerging practice
  • a series of national workshops in the New Year, helping to prepare organisations to respond to the opportunities arising from the introduction of the QCF and the reforms to vocational qualifications.

QCF within the Credit and Qualifications Framework for Wales
In Wales the new framework will form part of the existing Credit and Qualifications Framework for Wales (CQFW) as it follows the CQFW principles and supports the CQFW aims. Information on the QCF will be disseminated to external stakeholders in Wales under the CQFW brand.

Implementation Plan
Officials are developing a Wales Implementation Plan and are looking to establish a formal QCF Board to oversee the implementation of the QCF in Wales.

Conference in Wales
The Delivering the Promise Conference will take place in Cardiff on the 19 March 2009. This will be a formal introduction to stakeholders and social partners on the QCF and update on the CQFW and UK Vocational Reform.

The news of the Ministerial approval of the implementation of the QCF received national coverage on the Guardian website, in an extensive piece by Anthea Lipsett. Peter Kingston also wrote about the sign-off in the Education Guardian's 'Cribsheet'.

John Charlton, the editor of Training and Coaching Today wrote about the issue in the publication.

Events

VQ day 2009
Following the inaugural VQ day which took place this summer the next VQ day will take place on Wednesday 24 June. The aim of VQ day is to raise the profile of vocational qualifications and celebrate the millions of people who gain VQs every year.

BETT 2009
Nick Juba will be hosting a seminar at the BETT show in January 2009 called: The QCF - using technology to record lifelong achievement. This seminar will focus on how learners and learning providers will stand to benefit from the new system. For more information please visit the website.
